MMDA identifies motorcycle lanes along Commonwealth, Macapagal Avenues

The Metropolitan Manila Development Authority (MMDA) will implement the strict use of motorcycles lanes on Commonwealth Avenue in Quezon City and Macapagal Avenue in Pasay City starting October 17.

In preparation of this measure, the MMDA has established  road signs while the agency's traffic personnel will distribute flyers to motorcycle riders that traverse the two thoroughfares. The agency, though, will do a dry run from October 17 to 23 before it strictly implements the use of the motorcycle lanes starting October 24.

"What we want to accomplish here is to minimize the accidents caused by motorcycle riders that constantly change lanes," said MMDA chairman Francis Tolentino. "We also believe that traffic will flow much faster if motorcycles will stick to their own lane."

For Commonwealth and Macapagal avenues, the designated motorcycle lane will be the fourth and first lane from the sidewalk, respectively. If a motorcycle rider wishes to change lanes to make a U-turn or to turn into a side street, the MMDA will give them an allowance of 100 meters to execute their maneuver.

"The motorcycles lanes are non-exclusive designated lanes, which means light vehicles like cars can use it if there are no motorcycles in sight," Tolentino said. "It is, however, off-limits to heavy vehicles like trucks and buses."

The MMDA also sought the assistance of the Motorcycle Philippines Federation (MCPF), the umbrella group of the country's top motorcycle organizations, federations, associations and clubs, by asking for their input before the agency starts implementing the new rule next week. Though the MCPF agreed with the MMDA's new policies for motorcycle riders, it asked the agency to increase the allowance a motorcycle needs to execute a turn from 100 to 200 meters.

"One hundred meters is too short a distance to make the turn, especially if there are a lot of vehicles on the road," said MCPF director Atoy Sta. Cruz. "One hundred meters is enough if you have the road to yourself but if you’re sharing it with other vehicles, the distance should be at least 200 meters."

Besides imposing a P500 fine on motorcyclists who don't use motorcycle lanes, the agency will also be looking out for other violations that two-wheeled riders often commit like not turning on the headlight or the running light even during daytime, not using the turn signal when making a turn, wearing slippers or sandals while operating a motorcycle, and not using a proper motorcycle helmet--or securely strapping it if they have one--on their head. Reckless motorcycle riders might even see their motorcycle being confiscated and impounded if they are caught in the act.

To educate motorcycle riders on the dos and don'ts of operating their vehicle, the MMDA with the help of the MCPF will conduct a 15-minute on-the-spot seminar for apprehended violators during the first week.

If the motorcycle lanes prove to be successful, the MMDA plans to implement them on EDSA, C5 and Roxas Boulevard in the near future.

    Go! it's about time.. reckless motorcycles poses great risks not only to other vehicles but to their selves as well.. we have so many motorcycles and there should be more laws..

    here comes twinkling eye francis tolentino a.k.a. the chairman pinya.... i wonder how will he put a lane in edsa for motorcycles along edsa, sobrang sikip na sa edsa dahil sa lintik na bus lanes that are ineffective plus those fly overs in the middle of the road? I wonder, baka edsa will end up 2 lanes for private cars plus 60kph maximum speed. goodluck from pasay papuntang balintawak, parang nagbiyahe ka papuntang laguna tsk tsk tsk

      yeah, i'm also thinking how he would implement it in edsa but love him or hate him, this is a good idea.. i mean the motorcycle lane, not the 60kph speed limit! :)

    Allow me a prediction. Traffic will move faster but only for the motorcycles. The others will be stuck in traffic as usual, proving it's not the two-wheelers that slow down traffic. Perhaps there will be fewer accidents but only by a fraction.

      This rule is designed just to keep motorcycle riders from causing trouble, not really to ease traffic flow. So far as MMDA chairman Emperor Tolentino has done everything but address the issue of traffic congestion.

    Come to think of it, Emperor Tolentino really is more powerful than Pnoy. He can unilaterally implement new rules while Pnoy needs congress to ratify new laws.

    (And Emperor Tolentino sure is milking his position for all its worth)

    I don't know if placing the motorcycle lane at the middle is a good move. In Singapore, bicycle and motorcycle lane is at outermost lane and occupies half of the normal lane size.

    Lumabas sa yellow lane nila.Mga akala mo Hari sa Edsa mga yan.At bakin kailangan pang experiment eh saibang bansa kailangan mag comply agad sa rules ng Government! Lagyan lahat ng mga lane ang mga motor sa pangunahing kalsada.para walang madisgrasya at walang abala.Saludo kami syo Mr.Tolentino pag nagawa mo ito!

    GOOD JOB and nice move by the MMDA! Suggest that they will do the same to all Major Roads of Metro Manila and should be strictly implimented . In adddition, sana'y tuloy-tuloy o continous monitoring ng mga traffic enforcer.

    @bruce...wag mo lahatin mga riders..madami din ang mga responsible mc riders..try to be on their shoe perhaps..

    I own both 2 mc and one Montero..kaya alam ko lagay ng mga mc riders sa batas na yan..

    sana bigyan muna nila ng prayoridad yung mga gumagamit ng Mass Transportation. Mas marami pa rin ang gumagamit nun eh... Not unless plano talaga nila magbigay priority sa mga private vehicles.
