There's an online petition asking the Department of Trade and Industry and law-enforcement agencies like the Land Transportation Office, the Philippine National Police, and the Metropolitan Manila Development Authority, to halt the government's program of having the helmets of motorcycle riders inspected and validated with an Import Commodity Clearance seal.

The petition is hosted on Change.org and currently has around 400 signatories, with most of them stating that that government should not burden motorcycle riders with having their helmets validated. A number of signatories even pointed out that it's the government's fault if it can't ensure that only standard-quality helmets are made available for sale to the buying public.

Even Sen. Ramon 'Bong' Revilla Jr., author of the Helmet Law requiring all motorcycle riders to wear a standard helmet while using the motorbike, empathized with the motorcycle riders' plight.

"The DTI should not be content with placing the ICC sticker," said Revilla. "It should mount a campaign against the proliferation of fake or defective helmets. It's not the buyer's fault if he or she bought a fake or substandard helmet because this is really a failing of the DTI and the Bureau of Customs. It is clear under the Consumer Act that it is the responsibility of the DTI to ensure the quality of products being sold to the public."

Should the DTI stop its motorcycle helmet inspection and validation program, or should motorbike riders just grin and bear it?

    I do not know if the DTI or the DOTC or the MMDA have machines to inspect or to certify the quality of the helmets. This is again another fund raising effort of the agency. Kawawa ang pinoy riders. Huliin nalang ang hindi naka helmet. Penalize them. Twice the penalty if they are the police.

      I had to disagree with your point. Most or all of the helmets are made in China. Like HJC, I think HJC is a Chinese company but it says that its still the no. 1 best helmet. Do not generalize. Just say "DO NOT BUY SUB-STANDARD HELMET MADE IN CHINA..."

    Finally, Sen. Revilla said something that actually made sense. It is the DTI and the Customs' fault that these fake helmets are all over the place. Why burden the riders? An authentic helmet nowadays costs around 4k at the least. Saang kamay kukunin ng riders yung pera? Another thing, motorcycle assemblers should sell bikes with helmets.

    Pabayaan na lng nila ung mga riders kung ano gusto nila isuot tutal buhay naman nila kapalit nyan. I'm not wishing death to anyone pero kung matigas ang ulo ng rider eh hayaan na lng nila, kapag nadisgrasya dun nya mapapatunayan kung matigas talaga ulo nya.

    Ang dapat gawing action ay ibigay ang burden sa seller. Whether they smuggle it or not nagbenta sila ng walang ICC sticker. Ibalik dapat lahat ng helmet sa mga sellers at refund ang pera or palitan ng may sticker or sila ang mag palagay ng stickers. Ang mga innocent buyers ay walang kasalanan.Matagal na ang ICC law na iyan at ang katumbas nyan ay ang PS mark kung gawa sa Pilipinas.
    Ngayon kung luma na ang helmet ay time to buy a new one. I have been using industrial helmets at lahat ng ito ay may expiration dates. Makikita ito sa loob ng industrial helmet. I presume ganun lahat ng helmets.
    Ang hindi ko maintindihan sa atin dito ay why do we allow people to drive a motorcycle who can not afford to buy a decent helmet. Third world na ba talaga tayo habang buhay?

      Hindi naman bayad ang concern ng mga tao kundi ang perwisyo sa pagpila ng isang araw sa dami ng tao. As I said the burden is on the seller and the government and not the buying public.
