TopGear.com.ph Philippine car News - DPWH to adopt strict guidelines on usage of Road Users' Tax

The Department of Public Works and Highways (DPWH) will review all plans and programs funded by the Motor Vehicle User's Charge, also known as the Road User's Tax, to ensure that its proceeds are being used prudently.

DPWH secretary Rogelio Singson said the Pavement Management System/Highway Development Management section of the department will come up with a list of priority projects in line with the review. Projects will be categorized as one-year or multi-year programs and will be assessed to identify the assets and investments needed to roll them out. The Road Program Office will be responsible in the planning, programming, implementing and monitoring the projects that will be funded by the Road User's Tax.

Singson also wants the procurement of safety equipment like guard rails, safety barriers, pavement markings, cat's eyes, chevron road signs and other road safety signages through the Road User's Tax's Special Road Safety fund to be based from the Traffic Accident Recording Analysis System (TARAS) and Road Safety Audits. The TARAS and Road Safety Audits generate a priority list of road safety projects that should be installed at critical, accident-prone sections of national roads.
