LTO license plate

The Land Transportation Office's issuance of license plates--which the agency had hoped to resolve before the end of 2012--has once again been put on hold. According to, the Department of Transportation and Communications has deferred--for the fourth time--the opening of the bids for the five-year contract for the license plates.

DOTC undersecretary Jose Lotilla reportedly revealed that the deadline for the submission and opening of the bids has been moved to May 6 from its earlier schedule of April 22. This is the fourth time that the bid opening has been moved: From its original date of March 12, the DOTC has repeatedly changed the date, first to March 22, and then to April 8, and more recently, to April 22.

The supply contract for the license plate supposedly involves the production of 5,236,439 new plates for motor vehicles and about 9,968,017 new plates for motorcycles. The contract--valued at P3.85 billion--also covers the supply and delivery of the license plates starting July 2013 up to June 2018.

The DOTC added that, under the contract, a pair of motorcycle and motor vehicle plates should cost no more than P150 and P450, respectively, including the necessary screws and stickers.
