PMVICs welcome Senate probe into issues surrounding fees, testing procedures

‘There are people with a lot of questions’

Yesterday, Senator Grace Poe called for a probe into issues surrounding the country’s shift to private motor vehicle inspection centers (PMVICs). In a statement, Poe stressed that while the intention behind the move is noble, “the fees following its implementation cannot come at a worse time in the middle of a pandemic.”

A PMVIC inspection for a light vehicle costs P1,800 with a P900 re-inspection fee, while motorcycles are charged P600 for the first inspection and P300 for re-inspection. 

Quality of inspection “problematic and burdensome”

Another issue the senator raised is the lack of interconnectivity between PMVICs and the Land Transportation Office (LTO) database, as well as alleged glitches in the inspection process.

“It’s hard to ignore the accounts from motorists who have experienced glitches in the PMVIC test results that incurred additional costs on their part for reinspection. The unreliability of the test results is problematic and burdensome, to say the least,” she said.

In an online press conference, the Vehicle Inspection Center Operators Association of the Philippines (VICOAP)—a group comprised of the country’s PMVIC operators—said that it welcomes Poe’s move and looks forward to addressing concerns surrounding their operations.

Senate probe aims to clarify PMVIC tests 

VICOAP president Inigo Larrazabal acknowledged that there are still many motorists who are unfamiliar with how these new facilities work, and a Senate probe is an opportunity for PMVICs, as well as  government agencies like the Department of Transportation (DOTr) and the LTO, to answer the people’s questions.

“There are people with a lot of questions. Senator Poe has the prerogative and all the right to call for an investigation. To me, the transparency, if you can visit our centers—I’m sure the media will no doubt visit our centers after this, they will see how we do the tests,” Larrazabal said.

“That’s also another opportunity to answer questions regarding how we do the tests, how we operate our centers. I’m sure whatever the good senator would like to ask us, the private sector, maisasagot po namin yan. And I’m sure the DOTr and the LTO, they will also be able to explain.”
