President Benigno Aquino III yesterday gave his 2013 State of the Nation Address and one of the issues he raised in his nearly two-hour-long speech concerned the traffic situation in the country and the P2.4 billion that's lost from the Philippine economy every day because of it.
The President enumerated his government's plans to improve the traffic situation and we've listed them down for you.
* The Integrated Transport System, which will construct terminals in areas with less traffic. Besides the one that's already in use at the Coastal Mall in Parañaque, terminals in Quezon City and Muntinlupa are also lined up. According to the President, provincial buses will only be permitted up to these terminals so they don't add to the congestion;
* The construction of an 8km, four-lane elevated expressway that will connect C3 road in Caloocan to PUP in Santa Mesa by crossing through España;
* The construction of a more-than-14km, six-lane elevated tollway extending from Balintawak to Buendia in Makati; and
* The construction of a 5.5km, six-lane elevated expressway from PUP in Santa Mesa that will cross Osmeña and Quirino Avenues and connect to Buendia in Makati, thereby connecting the two aforementioned expressways and--once they're open to the public--shortening the travel time from SLEX to NLEX from two hours to only 15 minutes.
President Aquino also praised the simplified bidding process which Department of Public Works and Highways secretary Rogelio Singson instituted for its projects "so even more contractors can compete for projects." The president also noted that the now-reasonable costs of doing projects have attracted even more skilled contractors to do their part "in raising the quality of public infrastructure," thereby allowing the agency to save P18.4 billion, which has been allotted for other government projects.
