After serious flooding recently hit the San Simon-Pulilan segment of the North Luzon Expressway, the Department of Transportation and the Toll Regulatory Board have directed the NLEX Corporation to consider reimbursing Class 1 motorists who were forced to turn around on the expressway to avoid the floods. Toll fees between San Fernando and Pulilan, and vice versa, are currently waived and will remain so until the traffic situation improves.
The regulatory agencies also instructed the toll operator to take more proactive measures to warn motorists. These primarily include early notifications for heavy rainfall, which would be distributed via text messages and variable-message signs. The DOTr and the TRB then advised the NLEX Corporation to send these warnings at least three hours before rain is expected to fall.
At the same time, the highway operator was called to explain the severity of the flooding that occurred in San Simon and Tulaoc, and then provide “technical solutions” to prevent similar incidents. The notice was issued on August 31, as the governing agencies allotted three days for the NLEX Corporation to respond.

In August 2025, NLEX underwent a series of improvements for flood mitigation. These included road-patching works, more intensive clean-up operations, and additional inspections. During that time, major flooding took place on the Balintawak-Cloverleaf, Valenzuela, and Meycauayan sections of the expressway, hence the initiative.
