The Metropolitan Manila Development Authority has installed crash cushions as part of its efforts to reduce road traffic-related deaths and injuries by 35% in 2028. These installations constitute Phase One of the MMDA’s Metro Manila Road Safety Action Plan and also integrate into the Philippine Road Safety Action Plan.
The crash cushions were designed to protect motorists from fatal accidents by providing an impact-absorbing barrier between the vehicle and the stationary structure. The MMDA says that these crash cushions were designed to absorb impacts from speeds of up to 80kph, and are strategically placed in high-risk areas around the metro.
Aside from the crash cushions, the project also includes a line of flexible delineator posts a couple of meters before the impact point, solar-powered LED warning lights, and hazard markers. These should help keep these high-risk locations visible to motorists from afar even at night.

“Ang MMDA traffic engineering center-road safety unit ay nag-iinstall ng mga crash cushions sa identified nating mga high-risk location kagaya ng roadway splits, flyovers, and tunnels sa Metro Manila,” said MMDA traffic engineering center-road safety unit head Mar Anthony Santos Jr. “Ito ay designed and intended to protect motorists by safely absorbing and reducing the kinetic energy of vehicles impacting up to 80kph.”
