Vivencio ‘Vince’ Dizon, former chief of the Bases Conversion Development Authority (BCDA), has been appointed the new secretary of the Department of Transportation (DOTr). His appointment takes effect on February 21, 2025.
“He is already authorized by the Office of the President to start the transition at the DOTr in coordination with the team of Secretary Jaime Bautista, who has resigned due to health reasons,” said executive secretary Lucas Bersamin.

Dizon completed his undergraduate studies at De La Salle University, earning degrees in economics and commerce, before attending the University of Reading and completing a master’s degree in applied developmental studies under a Chevening scholarship. Aside from serving as president and CEO of BCDA from 2016 to 2021, he was a presidential adviser for government flagship programs and projects—mostly related to infrastructure under ‘Build, Build, Build’—from 2019 to 2022. Also under the Duterte administration, he took on several roles in the government’s COVID-19 response, including ‘chief testing czar.’
Prior to that, he was former Senator Edgardo Angara’s chief of staff from 2002 to 2004, undersecretary for political affairs of the Office of the President under the administration of former President Benigno Aquino Jr., and consultant to former Senate Majority Leader Alan Peter Cayetano. He was also part of Fernando Poe Jr.’s campaign team for the 2004 elections.
