Filipinos based in Taiwan will be the first to benefit from the full online driver’s license renewal system that the Land Transportation Office (LTO) will roll out in September.
“We hope to fully implement this within the year,” said Atty. Vigor Mendoza II, LTO chief. “Once fully implemented, this is indeed a big help to all our clients, especially OFWs, because they do not have to go to our offices or wait for their return to the Philippines to renew their driver’s license.”

The project is a partnership between the LTO and the Department of Migrant Workers (DMW). In June, the two agencies signed the agreement for this program, which will be expanded to serve overseas Filipino workers and other Filipinos in the Middle East, Europe, the United States, and other countries with large populations of Filipinos.

“It provides a convenient means for them to renew their driver’s licenses without physically appearing at an LTO office, relieving them of the burden of additional travel and time,” said Secretary Hans Cacdac of the DMW.

Currently, overseas Filipino workers and Filipinos living abroad may renew their driver’s licenses via the LTMS Online Portal, which provides specific application types for users who are either OFWs or have an expired Philippine driver’s license with a foreign driver’s license. These users, however, are required to visit an LTO branch within 30 days of returning to the Philippines to undergo medical checks and data capturing before they are issued a new driver’s license card.
