MMDA bans playing, unnecessary swimming in floodwaters

To curb the rise in leptospirosis cases and deaths in the country, a new Metropolitan Manila Development Authority (MMDA) resolution now prohibits both children and adults from “swimming, playing, gallivanting, and/or unnecessary wading or doing any other leisurely activities in floodwaters.”

MMDA Regulation No. 24-003 (Series of 2024) has received approval from the Metro Manila Council (MMC). Aside from banning people from frolicking in floods, the new resolution also urges local government units (LGUs) in the capital region to conduct information and education campaigns that will raise leptospirosis awareness.

“Each LGU may pass their own ordinances and penalties for violators of this regulation,” said MMDA acting chairman Atty. Romando Artes. San Juan City, for instance, has already passed an ordinance that bans and penalizes playing and swimming for fun in floodwaters.

What causes leptospirosis?

Leptospirosis is caused by the Leptospira bacteria from the urine of infected animals like rodents and dogs. It affects humans and animals alike, and is spread when contaminated fluids enter the body through the eyes, nose, mouth, and open wounds.

Symptoms include fever, headache, muscle pains, chills, diarrhea, vomiting, rashes, and red eyes. Left untreated, leptospirosis is fatal: From January to July this year, the country logged 233 deaths versus 201 in the same period in 2023. Within the aforementioned period, a total of 2,168 cases were reported, versus 1,428 last year.

How to prevent leptospirosis?

Dr. Gloria Balboa, undersecretary of the Department of Health (DOH), has identified proper waste disposal, rodent control, and overall cleanliness as preventive measures that LGUs can take to lower the risk of leptospirosis in their areas.

For individuals, here are the ways to prevent leptospirosis:

  1. Wear proper protection such as boots and gloves if you cannot avoid exposure to floodwater.
  2. Observe proper garbage disposal.
  3. Ensure that your drinking water is safe and clean.
  4. Do not wade through floods if you have open cuts or wounds.
  5. Keep your home and surroundings clean.

If you’ve been exposed to floodwaters for long periods of time, bathe thoroughly with soap and water. It is also advisable to consult a doctor even if you are not experiencing any symptoms.
