Desperate times call for desperate measures, indeed. The Metropolitan Manila Development Authority has announced that it has come to an agreement with the Land Transportation Franchising and Regulatory Board to temporarily allow company-based shuttle service schemes to help motorists deal with the rising fuel prices.
Essentially, this would temporarily allow even vehicles without any existing franchise to poerate as shuttle services. The vehicles to be used for these purposes, however, must secure a ‘Special Permit’ from the LTFRB.

The MMDA’s letter to the LTFRB further read: “Given the urgency of the situation, we further propose that such Special Permits be processed under streamlined and simplified procedures, with minimum requirements, in order to facilitate the immediate deployment of shuttle services. These operations shall be strictly limited to employee transport, non-profit in nature, and fully compliant with the guidelines and regulatory oversight of the LTFRB.”

No specific guidelines were issued yet on how these Special Permits will be acquired. But the MMDA will meet with the LTFRB, Department of Transportation, Land Transportation Office, and Philippine National Police–Highway Patrol Group on Monday, March 30, at 10am, so we can expect more information to come then.
