The Metropolitan Manila Development Authority and the Land Transportation Office have signed a memorandum of agreement to link their IT systems for more seamless handling of traffic violations. This move aims to strengthen coordination in traffic enforcement across Metro Manila.
Under the MOA, the LTO’s Land Transportation Management System (LTMS) will serve as the central repository for all traffic violations and will be used to facilitate apprehensions and payments. The MMDA and Metro Manila LGUs will now be able to transmit apprehensions directly to the LTMS.

Before this, traffic violations in Metro Manila were more fragmented. Each organization and agency worked within its own database. This agreement not only aims to centralize violation data into one platform, but also to make handling apprehensions more efficient for both law enforcement and motorists.

The MMDA will align its systems and processes with LTO standards, including the demerit system, proper adjudication, appeal procedures, and multiple payment options. Proper safeguards will also be in place to ensure data privacy, due process for motorists, and proper training for traffic enforcers. The MOA also makes it clear that license confiscation is limited to LTO-deputized enforcers, to avoid confusion on the ground.
MMDA chairman Atty. Don Artes expressed his gratitude to LTO chief assistant secretary Markus Lacanilao, saying that this initiative will help make traffic law enforcement more effective.
