Some Metro Manila LGUs have just announced the reimplementation of the No-Contact Apprehension Policy (NCAP) on their respective social media channels. Starting Monday next week, October 5, roads under the jurisdiction of the MMDA will once again be monitored 24/7 for traffic violations.
Last year in late May, the NCAP resumed partial implementation in Metro Manila after its Supreme Court-issued temporary restraining order was lifted. Although the shared announcement claims an expanded implementation of NCAP starting next week, it was not yet made clear which roads were now being monitored.

The NCAP previously covered the radial (ex: Commonwealth, Marcos Highway) and circumferential (ex: C5, EDSA) major roads passing through Metro Manila. The MMDA Facebook page did not respond to our message inquiring about this, but rest assured, we’ll provide more updates as we have them.

The NCAP reimplementation announcement also highlights that fines for violations have been standardized across all LGUs covered by the monitoring policy, in accordance with the Metro Manila Traffic Code of 2023. Violations can also be viewed, settled, and appealed on each LGU’s respective online portal.
It can be remembered that motorists showed a marked improvement in behavior in the first few weeks following NCAP’s reimplementation last year. One motorist attempted to evade monitoring by obscuring or altering their license plates, but was eventually apprehended and had his driver’s license suspended by the LTO.
