NLEX Corporation and Metro Pacific Tollways (MPTC) will collaborate with China Road and Bridge Corporation (CRBC) to construct the latest extension to the North Luzon Expressway. As part of the NLEX-C5 Northlink project, they will work on an elevated road that connects the NLEX Mindanao Avenue toll plaza to Quirino Highway in Novaliches.
Aside from creating a direct route to and from Novaliches, the elevated road should also speed up travel time between Valenzuela City and nearby areas in Quezon City.

The elevated expressway will cross the Tullahan River in Quezon City to connect its two main points. NLEX and CRBC expect to complete the segment by the first quarter of 2026. The total cost for this segment is P2.2 billion.

This partnership also marks the first step toward the completion of the NLEX-C5 Northlink project. The entire extension will span 11.3km and should create a more seamless flow of traffic between Mindanao Avenue and C5, specifically from Katipunan or C.P. Garcia Avenue. At the time of writing, CRBC has only committed to working with NLEX on the elevated road.
Once the entire NLEX-C5 Northlink project is completed, travel time between Mindanao Avenue and C5-Katipunan Avenue should be cut down to just eight minutes. The project will also link C5 and the other NLEX extensions, including NLEX Connector and NLEX Harbor Link.
