The plan to build a transport hub on a three-hectare property along Elliptical Avenue in Quezon City could be gaining traction again with the submission of an unsolicited proposal by MWM Terminals, a subsidiary of Megawide Corporation and operator of the Parañaque International Terminal Exchange.
The property being eyed for this public-private partnership belongs to the Government Service Insurance System (GSIS), and is located at the corner of Elliptical Avenue and Commonwealth Avenue. The facility will be called the Quezon City Integrated Terminal Exchange (QCITX).
Manila Bulletin reported earlier this month that the PPP Center endorsed the unsolicited proposal on July 1, while GSIS, as the implementing agency of the P3.5-billion project, began a detailed evaluation of the proposal on July 8. On September 22, Megawide representatives met with MMDA officials to present the proposed design for the transport hub.

Based on the initial plan shown to the MMDA, it appears that traffic routing for the transport hub will include Maharlika Street and Masaya Street. The plan also includes a provision for a carpark, allowing commuters to leave their vehicles and take public transport to their destinations.
The plan to build a transport hub on the GSIS property has been discussed since 2024. Initially, the DOTr was tasked to “plan, finance, and implement” the so-called ‘Project Hub,’ with funding assistance from the World Bank, according to a Philippine News Agency report.
Should it become a reality, QCITX would be an intermodal transport facility catering to approximately 58,000 passengers. It would be within walking distance of the University Avenue Station and the Quezon Memorial Circle Station of the MRT-7 line, which is set to begin partial operations in 2027, and in close proximity to the offices of several government agencies as well as Quezon City Hall. Should a busway along Commonwealth Avenue also push through, QCITX would serve as a logical terminus to the line.
Incidentally, another transport terminal roughly 3km away is also being developed by Ayala Malls. A new 40,000sqm expansion to Trinoma called The Exchange will connect directly to the Unified Grand Central Station—which links the MRT-3, the MRT-7, the LRT-1, and the Metro Manila Subway—and will also host a public transport terminal, similar to One Ayala in Makati.
