MMDA: 400cc or larger motorcycles don’t need to use the motorcycle lane, but...

The Metropolitan Manila Development Authority has just announced that motorcycles with engine displacements of 400cc or larger are no longer required to use and stay within the motorcycle lane.

The agency also stressed that while these larger motorcycles can use other lanes, lane-splitting, or driving in between two marked lanes, is strictly prohibited.

The MMDA, the Department of Transportation, and the Land Transportation Office have recently reintroduced the no-contact apprehension program, which has recorded over 1,500 violations since its start last May 2025. A likely product of NCAP has been the consistent use of the motorcycle lane by motorcycle riders, as many social media posts have been going around showing neat and organized roads.

While those posts usually attract positive though at times sarcastic feedback, it looks like the MMDA has received mixed responses from its latest announcement.

Many have commented that this new exemption to motorcycle lane usage is unfair to most riders who can only afford two-wheelers with smaller engines. Others also explained that prohibiting lane-splitting may actually cause more traffic to build up for higher-displacement motorcycles and four-wheel vehicles.
