In an attempt to further discourage motorists from misusing or abusing the EDSA Busway, the Metropolitan Manila Development Authority (MMDA) started implementing steeper fines last month.
By the looks of it, it might just be working. See, the MMDA has just reported that it has caught a total of 1,881 busway violators from November 13-30. On the first day of that duration, the agency flagged down 514 unauthorized vehicles on the exclusive bus lanes, meaning the remaining only 1,367 motorists were caught over the 17 days that followed since.

Now, we can’t really attribute that decline to new fines and penalties alone—the fact that MMDA enforcers and other authorized personnel have been watching the EDSA busway non-stop might have something to do with that, too.
The agency shared that of the 1,881 apprehensions, 1,174 involved motorcycles and 707 involved four-wheeled vehicles.
Anyway, in case you need a reminder, only the President, Vice President, Speaker of the House of Representatives, and Supreme Court Chief Justice are the only goverment personnel authorized to use the busway. As for the fines, you can just refer to the list below.
New EDSA Busway fines for 2023:
- First offense – P5,000
- Second offense – P10,000 plus one month suspension of driver’s license and mandatory attendance to a road safety seminar
- Third offense – P20,000 plus one year suspension of driver’s license
- Fourth offense – P30,000 plus recommendation to the Land Transportation Office to revoke erring motorist’s driver’s license
