The Department of Transportation, Land Transportation Office, and the Philippine National Police held a joint press conference yesterday, May 22, 2025, to issue a stern warning to fixers and online scammers who sell fake or illegally obtained identification cards.
Speaking specifically in the case of illegal driver’s licenses from fixers, former DOTr secretary Vince Dizon stressed how licenses in the possession of uneducated and unqualified drivers pose a serious safety risk to the public. Representatives from the LTO and PNP then explained that fixers have also taken their illegal services to online platforms, instead of just outside LTO offices.

An individual suspected of selling fake IDs was then brought out into the press room to stand as an example for arrested fixers and online scammers. Dizon then warned that those caught fixing or selling fake IDs will be imprisoned for 12 years.

Later in the press conference, the LTO and the PNP-Anti Cybercrime Group described their joint arrests of online scammers selling fake driver’s licenses and PWD IDs.
The LTO has also suspended 107 driving schools that have been caught selling certificates to individuals to have not completed the required courses. These are also known as ‘no-show certificates.’
Those schools were also suspended for having driver education curricula that did not comply with the LTO’s standards and guidelines.
