The Department of Transportation (DOTr) is requiring the implementation of new guidelines under the Accessible Travel Policy (ATP) for all railway operators and maintenance providers in the Philippines. As mandated by Department Order No. 2025-024, operators will need to train their staff in awareness and sensitivity, while ensuring that infrastructure is accessible and operational.

The DOTr has instructed current railway operators to prepare “transition and compliance plans” to ensure that each guideline is properly implemented.

The mandate applies immediately to operations of the LRT-1, the LRT-2, the MRT-3, and the Philippine National Railways (PNR). The ATP guidelines are likewise expected to be well-integrated into the North-South Commuter Railway (NSCR) and the Metro Manila Subway once these rail lines become operational. Public transport users can also expect similar updates on the ongoing MRT-7 construction and the LRT-2 extension.
While there is no timetable on when these improvements need to be concretized, Transportation secretary Giovanni Lopez ensured that these changes are coming: “Makakaasa po ang ating mga kababayan, lalong-lalo na ang mga PWD, senior citizen, at mga buntis, ng mas mabilis at komportableng pagbiyahe.”
