HPG clarifies: Green plate verification will only be enforced on illegal users

The Philippine National Police – Highway Patrol Group (PNP-HPG) has clarified its initiative for green plate verification, citing that it will only be targeting illegal users, misidentifying their vehicles as hybrid or fully electric. It was then confirmed that owners of certified hybrid and electric vehicles will not have to secure any additional documentation or approvals.

Acting director of the PNP-HPG, police colonel Hansel Marantan, stressed that the operation is “information-driven” and would only conduct inspections after securing the proper evidence. The police agency will also be coordinating with the Land Transportation Office (LTO) in the event that a vehicle is apprehended. The PNP-HPG and LTO, together with the Department of Energy, will then work together to properly identify questionable vehicles and amend registrations, if necessary.

The DOE released its own statement earlier today, reiterating that its process for identifying and classifying new energy vehicles enforces the integrity of Republic Act No. 11697, the Electric Vehicle Industry Development Act (EVIDA). All certified hybrid and electric vehicles are catalogued on the department’s website.

It is still unclear how and when the PNP-HPG will be carrying out its vehicle apprehensions and inspections. The agency has opened its inbox to concerned citizens who would like to report any misuse of EVIDA, especially regarding green-colored license plates.

The consumer incentives from EVIDA, including exemption from Metro Manila’s number-coding scheme, will remain active until 2030.
