Authorities are making it clear that individuals are still not permitted to cross borders into other cities under general community quarantine (GCQ).
According to Joint Task Force Coronavirus Shield (JTF CV Shield) commander general Guillermo Eleazar, only personnel of permitted businesses traveling to workplaces outside their own locality are allowed to cross borders. He added that individuals are not allowed to travel outside their own locality to avail of goods and services, and they must do so within their own LGU.
“Basically, lahat ng mga workers ng mga permitted establishments allowed sila or APOR [authorized persons outside of residences] sila. What they have to do is to bring their identification, basic ID, and certificate of employment, and they can cross any boundaries, pati na rin sa mga ibang probinsya at ibang city or municipality,” Eleazar said in an interview with CNN Philippines.
“Para po doon sa other category, ito yung nag-aavail ng services provided by the permitted industries, kailangan at i-aavail mo ‘yan within your locality. Ibig sabihin, hindi porket GCQ na ‘yan ay mag-iibang bayan ka pa or city para bumili ng mga kailangan mo,” the general added, emphasizing that checkpoint would not allow unauthorized people to cross.
Eleazar also stressed that people should not let their guard down just because Metro Manila will be shifting to GCQ. The official also shared that he expects many unauthorized individuals will head out once Metro Manila is under GCQ due to authorities easing restrictions regarding the use of quarantine passes.
“You know, ito ang dapat maliwanagan ng ating mga kababayan kasi this coming Monday, sa tingin ko, marami akala nila authorized na sila dahil diba pinagsabi nga nga ating Secretary [Eduardo] Año, na mas maraming allowed na,” Eleazar said.
“In fact, yung quarantine pass nga basically hindi na siya kailangan in essence. Pero the point is doon ka lang sa lugar mo mag-aavail ng services, at hindi ka pupunta sa lugar na ang purpose mo is other than that.”
Remember: Just because Metro Manila is shifting to GCQ doesn’t mean the capital is in the clear just yet. The threat of COVID-19 is real. Stay home unless going out is absolutely necessary.
