One of the biggest issues new-car owners deal with is the availability of their new vehicles’ registration documents. Never mind the license plates, because that has long been an issue, but not having even just the OR and CR prevents anyone from driving their new cars.
Today, the Department of Transportation rolled out a new system for car dealers that will eliminate all these types of problems. During a press conference held together with Toyota Motor Philippines, the DOTr announced that the license plates and OR/CR of all brand-new cars will be released within 72 hours of purchase.

The DOTr’s new automated system will enable car dealerships and the Land Transportation Office to exchange requests and approvals completely online, facilitating the release of the vehicle’s plate and certified true copies of the OR and CR as quickly as possible, even on the same day as the vehicle’s release.

The DOTr pointed out that back then, dealers would have to physically go to the concerned LTO office just to bring or pick-up documents. Now, even the dealers will be allowed to print the scanned OR/CR copies. The original copies will then be released once the Philippine National Police-Highway Patrol Group (PNP-HPG) clearance for that vehicle is out.
“Kampante kami, within 72 hours, kaya na i-release,” said DOTr secretary Vince Dizon.
He also clarified that this system will only be available for four-wheelers for now, but the rollout for motorcycle dealerships is already in the works. He also said that the DOTr is in the process of automating registration renewal, so we can expect updates in the next few months. In the meantime, he advised motorists to use the LTO Tracker, which is now already in the eGov PH app, to monitor the status of their licenses or plates.

As for the No Plate, No Travel policy, Dizon said that the agency will still discuss on its implementation. “We have to give time na maging sanay na ang dealer, ang ating LTO District Offices at mga kababayan natin dito sa sistema,” he said. “Makikipag-coordinate tayo sa law enforcement at the right time.”
