LTO ban on temporary plates suspended 'until further notice'

Good news for those who are still running on improvised or temporary plates. The Land Transportation Office (LTO) has announced that the ban on such plates has been suspended indefinitely.

The initial suspension of the rule started on September 30, 2024 and was supposed to run until December 31, 2024. Following this update, the LTO is giving more time for owners to obtain their plates.

The use of all improvised and temporary plates was supposed to be banned by August 1, 2024 under MC VDM-2024-2721. The reason was that there was no longer a backlog in plate production, at least for four (or more) wheeled vehicles. However, there is still a backlog on motorcycle plates, but the LTO says it aims to get rid of all that by June 2025.

Aside from the suspension of MC VDM-2024-2721, the LTO also pushed back on MC VDM-2024-2722. This Memorandum Circular orders riders part of the motorcycle taxi study to have plates, among other LTO requirements.

To address the backlog of motorcycle plates, LTO Chief Assistant Secretary Vigor Mendoza II said the license plate plant has been ‘operating 24/7.’ Per the LTO’s figures, the number of plates that have still have to made are down from 13 million to 9.1 million.
