The Metropolitan Manila Development Authority has officially launched mayhulika.mmda.gov.ph—a website that allows motorists to track their violations under the no-contact apprehension program (NCAP).
After logging on to the website, motorists simply need to type in their vehicle’s plate or conduction number, then the MV File number found on the vehicle’s official receipt and certificate of registration. If there is a violation caught under NCAP, motorists can opt to contest the hit or pay the fine through the MMDA’s official online channels or at authorized payment centers.

The MV File number is an additional layer of privacy and security, putting the website in compliance with Republic Act No. 10173 or the Data Privacy Act of 2012. The website’s previous iteration, MayHuliBa.com, was criticized for its lackluster security platform that only required plate numbers.

If you recall, the agency previously announced that it was developing a mobile application to help motorists track their NCAP violations. That is still in the works as MMDA chairman Atty. Romando Artes also announced that the app is about a month or two away from release. It was reported that the MMDA was working with the Department of Information and Communication Technology to embed the NCAP violations tracker into the eGovPH app, but it looks like the ‘May Huli Ka’ app is shaping up to be its own platform.

On the app, motorists will also receive video clips of their road-safety violations, and will be able to contest their ticket directly. The MMDA will be adding a system that lets motorists schedule appointments with agency representatives to help in the contesting process.
With the May Huli Ka app, fleet operators or motorists with multiple cars can enroll all their vehicles under their account to further streamline tracking. Along with this, the MMDA will soon be sending text message notifications to vehicle owners with NCAP hits.
