UPDATE, 16 July 2025: While the MMDA’s NCAP tracker app is still under development, the agency has already released a new website called ‘May Huli Ka’ where motorists can check if they have traffic violations caught under the no-contact apprehension policy. Read more here.
The Metropolitan Manila Development Authority is currently developing a mobile app to help motorists track their violations under the no-contact apprehension program. According to the MMDA, the app is now under review in compliance with Republic Act No. 10173, also known as the Data Privacy Act of 2012.
If you recall, the agency previously released a similar online platform, ‘MayHuliBa.com,’ which also allowed motorists to check if they had been issued violations. However, the now-defunct platform was criticized upon its release for its relaxed data privacy standards. Back then, website users could simply type in any Philippine license plate number and read through that particular vehicle’s violations, if it had any.

For this new mobile app, motorists or app users will need to receive a one-time password (OTP) before viewing their tickets and violations. It is unclear whether the OTPs will be sent through email, text messages, or other online communication platforms.

In a separate announcement, the MMDA explained that motorists found with violations can contest their tickets through the MMDA Facebook page or website. Tickets can also be paid through Landbank’s online ‘Link.BizPortal.’ While it looks like the agency aims to modernize the ticketing process, NCAP violations will still be sent through snail mail.
As of May 26, 2025, a total of 1,112 road safety violations have been issued through NCAP. While the AI-powered cameras automate the scanning of possible violations, the MMDA has assured that each issuance is manually verified by authorized personnel.
