Metro Pacific Tollways Corporation has already reached out to the Department of Transportation about the possibility of waiving toll fees on the NLEX Connector during the EDSA rehabilitation project.
Earlier this week, the DOTr announced its planned measures to manage traffic during the rebuild, which will begin on June 13, 2025, and is expected to last until 2027. Among these measures is the toll holiday on sections of Skyway Stage 3, which is operated by San Miguel Corporation.

“I think San Miguel has taken the lead here,” said MPTC chairman Manny Pangilinan at a stockholders’ meeting earlier this week. “It was a good lead, what they’ve done, and I think we should follow their example to help out in the traffic situation, I guess for the next two years or so.”

Jose Ma. Lim, president of MPTC, soon confirmed with GMA News Online that they are already in talks with the Transportation department: “We are currently coordinating with DOTr,” he said.

The NLEX Connector is MPTC’s 8km elevated expressway that traverses Blumentritt and España. It will eventually be connected to Skyway Stage 3, and together, these two toll roads will link NLEX and SLEX. Currently, it may be accessed via the Caloocan Interchange of NLEX Harbor Link as well as the on- and off-ramps on España and Magsaysay. Travel time between Caloocan and Magsaysay is seven minutes, and current toll fees are P119 for Class 1 vehicles, P299 for Class 2 vehicles, and P418 for Class 3 vehicles.
We expect to hear more updates on this over the next two weeks as June 13th draws closer. The Department of Labor and Employment is also urging companies to consider work-from-home schemes and flexible hours where possible, to limit congestion on roads and the public transport network.
