Got dropped off at the wrong airport terminal before your flight? Or maybe you need to switch terminals to catch connecting flights?
There have been many changes at Ninoy Aquino International Airport (NAIA) in Manila since the New NAIA Infra Corp. (NNIC) took over operations in September 2024. We’ve seen new dining halls, self-check-in and automated gates, and even a way to check out parking availability in terminals. Amid news reports and incidents of taxis allegedly overcharging international tourists exorbitant amounts just to transfer between terminals, it’s worth reminding readers that the NAIA Inter-Terminal Shuttle exists to provide free rides for passengers and anyone with business around the airport.
Here’s what air passengers need to know about this service, where to board, and the requirements to ride.
What is the NAIA Inter-Terminal Shuttle?
Unlike airports in other countries, NAIA’s terminals are not connected by covered walkways, trains, or airside corridors. Each terminal acts like a separate airport building, and moving between terminals involves taking ground transport.
The NAIA Inter-Terminal Shuttle is a free 24/7 coaster service provided for passengers transferring between Terminals 1, 2, and 3 at the Ninoy Aquino International Airport.
The service is primarily meant to help travelers with valid connecting flights or onward boarding passes move safely between different terminal buildings.

What is the NAIA Inter-Terminal Shuttle’s route?
The shuttle loops around Terminal 1, 2 and 3, with an additional stop in Terminal 2 on the way back.
- Terminal 1: For pickup, head to the arrival curbside. Drop-off is done at the departure curbside of T1.
- Terminal 2: Pickup and drop-offs are done at the arrival curbside across bay 11.
- Terminal 3: Pickup and drop-offs are done at the arrival curbside bays 12 and 13.
When does the NAIA Inter-Terminal Shuttle route operate?
The shuttle route operates 24 hours a day, seven days a week. Trip intervals are made every 15 minutes during peak travel hours. From 12am to 2am, the shuttle departs every 30 minutes.
However, the airport management notes that actual interval dispatch may vary depending on actual passenger demand.
Who can use the NAIA Inter-Terminal Shuttle?
The service will prioritize same-day connecting passengers. It’s also open to passengers dropped off at the wrong terminal.
In addition, it’s available for next-day connecting passengers and airport employees traveling between terminals. It’s also available to meeters and greeters, or to individuals with valid business at any terminal subject to seat availability.
What do passengers need to present?
Passengers must show a boarding pass or confirmed booking to get priority boarding. For employees and non-passengers, a valid ID will suffice.
How many passengers can ride at a time?
Based on the shuttles we’ve seen, the airport coasters look like they can comfortably seat around 10 to 15 passengers with luggage. However, exact seating could vary by specific vehicle configuration.
How much does the shuttle ride cost?
Just getting to and from the airport can already be so costly. And don’t get us started on terminal fees and Philippine travel tax. Travelers really shouldn’t be shelling out extra just to access the different terminals in between.
As mentioned, this service is completely free of charge.
How much does it typically cost to travel between terminals?
Those in a rush who would still rather take a cab to transfer between NAIA terminals can expect to spend anywhere between P150 and P400 depending on the type of service. Prices on ride-hailing apps depend on the traffic and surge pricing, but the price is transparently locked in the app before you board.
Incidents of overcharging at the airport
Unfortunately, some passengers have reported being scammed or quoted exorbitant flat rates of P1,200 to P5,500 by unaccredited drivers just for the quick transfers.
Incidents of overcharging don’t just hurt passengers. These can also damage the country’s reputation among foreign tourists.
To set an example, the Land Transportation Office recently permanently revoked the license of a taxi driver who went viral after allegedly asking a foreigner to pay P2,000 for a five-minute taxi ride from the airport.
Last week, LTO issued a show-cause order that directed the taxi driver to submit an explanation and attend a hearing at the LTO office. The following day, LTO announced it had apprehended the driver, confiscated his license, and impounded the taxi.
Earlier this week, LTO announced the perpetual revocation of the taxi driver’s license and a lifetime ban on obtaining any type of driver’s license, after the driver was found to be an improper person to operate a motor vehicle in addition to overcharging. The driver’s taxi remains impounded and under alarm status, according to the agency.
The LTO said it will continue to act against those who take advantage of passengers to protect the public and ensure safe and orderly transport service.
