Yesterday, April 15, authorities began cracking down on motorists leaving their homes for unauthorized reasons. The idea behind it is a pretty straightforward one, but there does remain some confusion regarding what’s considered a valid reason to drive out.
Obviously, if you’re an authorized person outside residence (APOR)—like a healthcare worker, essential-services employee, or frontliner—you can be out and about. One person per household is also permitted to go out and buy goods or avail of essential services.
That last bit said, some people are asking if they are allowed to leave their own LGUs to do groceries in a different one. For example, a Pasig City resident wants to drive down to an S&R branch in Quezon City or Mandaluyong City for whatever reason—maybe his or her favorite shampoo is available there, or these establishments are simply better stocked than others.
Cabinet Secretary Karlo Nograles addressed this issue in a press conference earlier today, and it looks like the answer is no, you are not allowed to drive outside of your LGU to buy goods.
“Wag na lang po. Kasi, kung ganyan lang din, huwag na lang. Kasi kung mamimili lang dahil mamimili ka ng gusto mo, kaya gusto mo pumunta sa ibang siyudad o ibang lugar, kung mahahanap naman doon sa city mo, doon na lang. Huwag na lang tayong picky, kumbaga. In case of doubt, huwag na lang,” Nograles said.
The official also stressed that the end of the Luzon-wide enhanced community quarantine (ECQ) is nearing, and that we’re down to the last stretch.
“We’re down to parang kumbaga ang tawag pa nila last stretch, tapos dun pa tayo sa last stretch naging complacent tapos dumami ang mga pasaway. Kung gawin natin yun, ano yung point ng lahat na ito?
“Kung lahat ng sakripisyo natin mababale-wala lang kasi naghahanap tayo ng paraan para makalabas, dahil ‘eh doon sa ibang lugar kasi yung paborito kong ganito o paborito kong ganyan,’ or ‘sawa na ako sa mga nabibili ko dito,’ it just destroys everything, ’di ba?”
