The Metropolitan Manila Development Authority has announced that three suspects have been arrested after fiber-optic cables used in cameras for the no-contact apprehension program were stolen on June 20, 2025.

The suspects were arrested somewhere in the Guadalupe area—in proximity to where the NCAP camera cables were stolen—on Friday, June 27, 2025. According to the MMDA, the thieves returned to steal more cables, but were caught by patrolling police officers. The police then recovered some stolen wiring and cutting equipment.

The MMDA then confirmed that the suspects are currently detained at the Makati City Police Station, after completing inquest proceedings.

After the cables were stolen on June 20, the MMDA discovered the theft on June 24 and began working with the Philippine National Police to find the thieves. Approximately P104,000 worth of fiber-optic cables were stolen, which were later sold to several junk shops.

The MMDA also announced that it will work closely with the PNP–NCR Police Office to further prevent these types of crimes. The agency then issued a stern warning to those planning to tamper with other public infrastructure and equipment, reiterating that these actions are punishable by law.

1,200 more AI-powered cameras are slated to be mounted across Metro Manila within the year. It looks like the MMDA and the PNP will need to devise more expansive measures to ensure that the cameras and their cable systems are protected.
