The Department of the Interior and Local Government wants the local governments of Metro Manila to have a ‘unified No Parking policy’ in place by September 1, 2025, and Secretary Jonvic Remulla stressed that “we’re going to be very strict” about the implementation of the parking ban on metro roads.
“The intent is to make Metro Manila more livable,” Remulla said, adding that the initiatives geared toward this will start with the parking ban.

The DILG and the Metro Manila mayors will form a technical working group to study all solutions and develop a final scheme by September.

One proposal mentioned by Remulla is to make all public streets—especially ones that see considerable traffic flow—no-parking zones to minimize congestion. In a dzBB interview, however, Mayor Francis Zamora of San Juan City said that “instead of a total ban on 100% of roads, the suggestion is for each city to submit a list of roads where one-side parking or parking during certain hours, like nighttime, may be allowed.” He noted that fewer vehicles pass through secondary and tertiary roads, so it could be possible to apply different parking rules to these areas.

A time-based parking ban, from 5am to 10pm, is also being discussed. For his part, Atty. Romando Artes, chairman of the Metropolitan Manila Development Authority, suggested a parking ban based on the expanded number coding scheme, which would make public streets off-limits to parked cars from 7am to 10am and from 5pm to 8pm. Still another suggestion was Makati City’s model, which allows street parking during off-peak hours.
“What the mayors suggested is that during peak hours, dun talaga walang parking sa mga kalye ng Metro Manila,” Remulla said. “We’ll come up with the final versions by September 1, but at least you see the initiative now that the mayors are all in agreement that we have to do something about it.”
