Aftermarket motorcycle mufflers have been the subject of a lot of conversations as of late, especially since authorities are now cracking down on illegally modified exhausts on two-wheelers.
Unsurprisingly, all sorts of information on guidelines and policies have been circulating on the Internet as a result of this. That’s why now, the Land Transportation Office is making some important clarifications.

In its statement, the LTO confirmed that aftermarket motorcycle mufflers passing the decibel test at a Private Motor Vehicle Inspection Center (PMVIC) does not automatically make the said muffler legal. All that a PMVIC has to do is make sure that the motorcycle does not exceed the set 99dB limit, not to check whether or not the exhaust is compliant with manufacturer specifications or the LTO’s regulations on modifications.

So if your bike passes the decibel test, you will still be subject to apprehension if your bike’s muffler has been modified with an unapproved aftermarket version. Riders may be required to present valid documentation, such as a Certificate of Road Safety issued by the manufacturer or assembler, which will then ensure that the modifications follow both LTO regulations and Philippine National Standards.
The LTO is advising all motorcycle owners who have made aftermarket modifications to their bikes to secure the correct documentation and to have the papers readily available in case of a roadside inspection.
