There’s been a lot of turmoil in the world of motoring over the past week, with one major accident happening after the other, and with some moto vlogger drama on the side. Earlier today, the Department of Transportation and the Land Transportation Office discussed in a joint press conference what needs to be done moving forward.
During said press con, DOTr secretary Vince Dizon was asked about the presence of traffic and law enforcers on the road in relation to these incidents. He emphasized the lack of manpower, and brought up the No Contact Apprehension Program (NCAP).

“Limitado to [increasing traffic enforcers]. Between the Highway Patrol Group, PNP, LTO, ngayon Philippine Coast Guard. Magpapadagdag tayo pero LGUs, MMDA, pero kulang talaga, eh. Sa daming sasakyan ngayon sa Pilipinas. Kaya malaking bagay sana yung No Contact Apprehension, kasi pag meron na tayong [ganoon], konektado sa lisensya, konektado sa rehistro sa saksakyan, mas matatakot ang mga violators natin.”

While Dizon didn’t say exactly whether or not the government does plan to bring back NCAP, the mere fact that he brought it up means it might be under consideration. The problem, though, is that it feels like they’re opening up a can of worms with this.
There were various reasons the NCAP was put on hold way back in 2022, and the list includes issues with the consistency and accuracy of the system. Until they’ve completely figured out how to address these issues, whether or not it’s a good idea to bring NCAP back remains to be seen. Besides, NCAP is a deterrent to traffic violators, but it won’t exactly help avoid major accidents like these.
