The Metropolitan Manila Development Authority (MMDA) has issued an apology to the owner of a Nissan Kicks e-Power, who was wrongfully ticketed for a number-coding violation last September 23, 2025.
The vehicle involved is certified by the Land Transportation Office and the Department of Energy as a range-extended electric vehicle or a series hybrid electric vehicle, which exempts it from the number-coding scheme, in accordance with Republic Act No. 11697—the Electric Vehicle Industry Development Act.

The ticket was first cited through the automated system of the no-contact apprehension program, before it was manually issued by official MMDA personnel. The vehicle owner then argued the violation through the MMDA’s online contesting platform. Online motorist groups amplified the vehicle owner’s concern, to which the MMDA responded with its apology and clarification.

However, the MMDA also added that this incident is an “isolated case,” out of the estimated 40,000 tickets issued through NCAP. The agency then stood firm on the effectiveness of NCAP and the efficiency of its e-contest system: “Hindi man perpekto ang sistema, hindi nito maisasantabi ang tagumpay at layunin ng programa.”

“Ang isolated incident na ito ay nagpapakita na ang contest mechanism ng MMDA Traffic Adjudication Division ay effective at efficient. Ipinakikita rin nito ang pagiging bukas ng ahensiya sa pagwawasto ng mga pagkakamali at kakulangan sa sistema,” continued the MMDA.
According to screenshots shared by the MMDA, the ticket was issued 11 days after the supposed violation took place on September 23. The driver then contested the ticket through the agency’s online platform, where it was resolved after just a day.
