Official: MPTC, SMC to construct Cavite-Batangas, Nasubu-Bauan Expressways

It’s official: Metro Pacific Tollways Corporation (MPTC) and San Miguel Corporation (SMC) have signed a memorandum of agreement to jointly build, operate, and maintain the Cavite-Batangas Expressway (CBEX) and the Nasugbu-Bauan Expressway (NBEX).

These two toll roads will span 87.96km from the Cavite-Laguna Expressway (CALAX) to the Batangas town of Bauan. The project, which will break ground in 2024 and is expected to be operational by 2027, will have a total cost of P72 billion.

CBEX will stretch 27.06km from CALAX’s Silang-Aguinaldo Interchange to Nasugbu. NBEX will be 60.90km long and will connect Nasugbu to Bauan. They will traverse the Cavite towns of Silang, Amadeo, Tagaytay, Indang, Mendez, and Alfonso.

This joint venture links two separate Cavite-Batangas toll-road proposals made by MPTC and SMC: The former pitched the Cavite-Tagaytay-Batangas Expressway (CBTEX), which was accorded original proponent status, and the latter presented CBEX and NBEX, which were approved by the local governments of Cavite and Batangas.

Said Manuel V. Pangilinan, chairman of MPTC: “Together with SMC, we envisage a future where our CBEX and NBEX can help pave the way for connectivity and economic growth in the CALABARZON region. We look forward to leveraging on our respective strengths for the realization of this vital infrastructure project.”

With this project, both MPTC and SMC are expanding their road infrastructure portfolio. MPTC holds the concession for the Cavite-Laguna Expressway (CALAX), the Manila-Cavite Expressway (Cavitex), the C5 Link Segment, the North Luzon Expressway (NLEX), the Subic-Clark-Tarlac Expressway (SCTEX), the NLEX Connector, and the Cebu-Cordova Link Expressway (CCLEX). Meanwhile, SMC holds the concession for the South Luzon Expressway (SLEX) and the Skyway, the NAIA Expressway (NAIAX), the Star Tollway, the Tarlac–Pangasinan–La Union Expressway (TPLEX), and the Muntinlupa-Cavite Expressway (MCX).
