New NAIA parking rates ‘prioritize passengers, improve airport flow,’ says management

In case you haven’t heard yet (which means you’re probably not on social media—good for you), higher parking rates just took effect at all Ninoy Aquino International Airport (NAIA) terminals today, October 1, 2024. The adjusted parking fees were released in a memo by New NAIA Infra Corp. (NNIC), the consortium that now handles the management and maintenance of the airport, on September 30.

Just how high are the new rates? Here’s the full list:

NAIA parking rates effective October 1, 2024

Cars

  • First two hours – P50
  • Succeeding hours – P25/hour or a fraction thereof
  • Overnight parking – P1,200 for every 24 hours

Motorcycles

  • First two hours – P20
  • Succeeding hours – P10/hour or a fraction thereof
  • Overnight parking – P480 for every 24 hours

Buses

  • First two hours – P100
  • Succeeding hours – P50/hour or a fraction thereof
  • Overnight parking – P2,400 for every 24 hours

As promised yesterday, NNIC has now released its official statement on the matter. The San Miguel-led consortium explains that the NAIA parking rates have been adjusted to “optimize parking facilities by prioritizing parking for passengers.”

According to NNIC, the previous rates “unintentionally encouraged misuse of the airport’s limited parking spaces.” This line particularly targets non-travelers who park their vehicles overnight and long-term to take advantage of lower airport fees. Prior to the rate adjustment, it cost P300 to park a vehicle for the first 24 hours, then P15 per hour in excess thereof. The new overnight parking fee is now P1,200 for every 24 hours.

“This created parking shortage for actual passengers, adding to congestion and frustration,” the statement reads.

By discouraging non-travelers from parking their cars for extended periods at the airport, NNIC says the higher parking rates prioritize passengers, reduce congestion, and improve efficiency, because they “ensure that spaces are available for those who truly need them.” It added that “some fixed-rate monthly parking agreements will not be renewed to free up more parking spaces for passengers.”

‘Not for profit’

NNIC also says that the higher parking rates “are not intended to generate profit.”

“These adjustments, the first in over a decade, are in line with MIAA Administrative Order 1 Series of 2024 and approved through Cabinet Resolution No. 1, series of 2024,” reads the statement.

“This order, issued by the Manila International Airport Authority (MIAA) before NNIC assumed airport operations, is the result of a comprehensive review of fees for various regulated airport services.”

We looked up the administrative order, a copy of which may be seen here. Under Part II, Section 3, it states that “vehicle parking after the first two (2) hours” is among the non-regulated fees and charges. The issuance further explains this under Section 2 of Part V, which specifically covers vehicle parking fees: “Airport Operator is free to charge for vehicle parking after the first two hours on a commercial basis.”
