The rains have been non-stop over the past 24 hours or so due to Typhoon Carina. There have been reports of floods all over the country, not just in Metro Manila.
Parts of the North Luzon Expressway (NLEX), for example, are now unpassable according to an advisory from the NLEX Corporation. Valenzuela northbound and southbound and Meycauayan northbound are not passable to all types of vehicles. Meanwhile, the Marilao and Meycauayan southbound and the Lawang Bato and Paso De Blas northbound toll plazas have all bee temporarily closed.

Unfortunately, several motorists got caught on the road and in the middle of the storm. Several photos and videos of floods along NLEX have been circulating social media, and it’s scary.
The rain doesn’t appear to be letting up, and we expect the downpour to continue throughout the day, so it’s really best to just stay at home, folks. If you must step out, be sure to check flood advisories in your area and destination, as well as updates from your respective LGUs. Stay safe out there, everyone.
