There are a lot of inquiries about no-contact apprehensions on the road right now, especially with Quezon City launching the full implementation of its no-contact apprehension program (NCAP) effective July 1, 2022. In case you didn’t know, no-contact apprehensions are carried out using traffic cameras and surveillance tech that capture photos of traffic violators’ vehicles and license plates. The registered owner of a vehicle caught by the system is pulled from the database, and a notice of violation (NOV) is generated and sent to the registered owner.

The Manila City no-contact apprehension program has been in place since December 2020. It has a dedicated website where you can run a check on your license plate for any violations and a Facebook page that provides updates.
This week, the local government announced that requests for a copy of the notice of violation may now be made via email. Requests may be sent to ncap@maila.gov.ph, along with the following requirements:
Requirements needed for email request of notice of violation (NOV) for registered owners:
- Official Receipt and Certificate of Registration (OR/CR) of the vehicle
- Affidavit stating the person requesting for the NOV is the registered owner of the vehicle, or photograph of the registered owner holding a government-issued ID
- Government-issued ID with picture of the registered owner
- If registered owner is a corporation: Board Resolution or Secretary’s Certificate authorizing the requesting person to secure a copy of the NOV

Requirements for email request of NOV for buyers/transferees, pending the transfer of the vehicle’s LTO registration to their name
- Official Receipt and Certificate of Registration (OR/CR) of the vehicle
- Notarized deed of sale of the vehicle
- If seller/transferor is a corporation: Board Resolution or Secretary’s Certificate confirming the signatory’s authority to execute the deed of sale on behalf of the corporation
- Affidavit stating that the person requesting the NOV is the buyer/transferee, the new owner, and the actual possessor of the vehicle, or photograph of the buyer/transferee holding a government-issued ID
- Government-issued ID of the buyer/transferee
- If buyer/transferee is a corporation: Board Resolution or Secretary’s Certificate authorizing the requesting person to secure a copy of the NOV
Fines may be settled online, over the counter at authorized payment centers, or in person at the Manila City Hall.
