The Land Transportation Office has issued Memorandum Circular No. MVL-2026-5048, granting a three-month extension for the validity of driver’s licenses and other documents expiring in April 2026 or later. According to the agency, this extension “shall remain in effect until further notice,” as the country remains in a state of national energy emergency.
The extension applies to the following: driver’s licenses, conductor’s licenses, student-driver’s permits, and motor vehicle registrations.

The issuance also waives any penalties that would normally be charged: “During the extended period, no surcharges, penalties, or fines will be imposed for late renewal,” said Lacanilao.

“This measure aims to ease the burden of the public amid the rising costs of fuel and basic commodities, giving motorists sufficient time to comply without additional financial strain,” Assistant Secretary Markus Lacanilao, chief of the LTO, said in an official statement.

Despite the validity extension, do take into account that some government agencies are implementing adjusted working hours amid the fuel crisis. Vehicles that are already registered in the Land Transportation Management System (LTMS) may be renewed online (but they still need to be brought to a PMVIC for inspection). Driver’s licenses, meanwhile, may be renewed via the eGovPH app.
