On July 30, 2026, President Ferdinand Marcos Jr. signed Executive Order No. 121, which will implement the Electric Vehicle Incentive Strategy (EVIS) Program. The initiative ultimately aims to attract automakers to build their electric vehicles here in the Philippines.
Mitsubishi Motors Philippines has already committed to the program after announcing plans to build a hybrid model in April 2026. Since then, the commitment has been echoed by the larger Mitsubishi Motors Corporation, and a P7 billion investment has been confirmed.
In previous statements, the Japanese carmaker mentioned that local hybrid manufacturing could begin as early as 2028, with assembly taking place at its plant in Santa Rosa, Laguna. Before that, Mitsubishi will be releasing its first electrified offering in the plug-in hybrid Outlander SUV.

Mitsubishi Motors Philippines chairman Noriaki Hirakata expressed the company’s enthusiasm towards EVIS: “Mitsubishi Motors Philippines Corporation welcomes the issuance of the Electric Vehicle Incentive Strategy Executive Order, which marks an important milestone in advancing vehicle electrification and strengthening the automotive industry in the Philippines.
“Backed by Mitsubishi Motors Corporation’s P7-billion investment commitment, we are ready to support the government’s vision through the local production of hybrid electric vehicles, further enhancing the country’s manufacturing capabilities and competitiveness.”
At the time of writing, it is still unclear what the Philippine-made hybrid model will be, and when exactly production will kick off. Mitsubishi has labeled the Philippines as one of its priority countries for its mid-to-long-term vision, and so, we could see many more plans from the brand over the next five years.
